Government Grants to Provide Tax Consultation to Seniors
The government provides numerous grants and cooperative agreements to nonprofit organizations and small businesses via nearly all its offices. One particular grant supplies funds for nonprofit groups to offer counseling to retirees to aid with completion of their yearly tax returns.
The IRS has designated $5.1 Million for the 2011 Budgetary Year to support the Tax Counseling for the Elderly (T.C.E.) Program
The IRS, which functions inside the Treasury Department is approved to enter into agreements with private or non-governmental public nonprofit 501c(3)’s which deliver coaching and technical guidance to volunteers who deliver free of charge tax guidance and aid to senior citizens that are age sixty or older for the submission of their Federal tax returns.
Grants may be used to pay volunteers for incidental expenditures such as travel, meals and other expenses incurred by them in providing tax guidance help at locations convenient for the senior citizens.
Through a competitive process, applicable candidate groups and agencies vie for endorsement to become a Tax Counseling for the Elderly sponsor. These groups should be a nonprofit business expert in managing volunteer services, with familiarity with the tax submission process.
Competent groups may obtain funds to offer regional Counseling Programs. Tax return completion assistance is furnished to seniors throughout the customary Federal Income tax filing period, which is from the 1st of January to the 15th of April every year. Additionally the guidance activities required to make certain senior-citizen taxpayers get effective tax assistance of the best quality can be performed throughout the year.
The Cooperative Agreement between the Internal Revenue Service and the nonprofit group defines the functions that the program sponsor and Internal Revenue Service will execute, the geographical region involved, the maximum amount of financing offered for reimbursement and administrative functions as well as other data.
Starting with the 2011 T.C.E. Plan, multi-year grant opportunities are available for nonprofit organizations which are qualified and match the needed criteria.
Groups presenting an application may elect, if they are interested in being considered for a multi-year Tax Counseling for the Elderly grant. Consideration is limited to those applicants that meet all eligibility conditions.
Acceptance from the Internal Revenue Service of an organization to the T.C.E. program for one year does not automatically mean that the organization will be okayed into the T.C.E. system in following years.
A not for profit group which is accepted to provide Tax Counseling for the Elderly services is responsible for every aspect of operating a T.C.E. System which includes, but not limited to marketing the program, volunteer recruitment and instruction, Web page design and construction and outreach to seniors in their region.
